23 July 2024 News Russian President Vladimir Putin has signed a law according to which the space industry will be able to be financed by extra-budgetary funds. The bill provides for mechanisms for concluding concession agreements and public-private partnership agreements in the area of space activities. Thus, Roscosmos is authorised to act as a concessionaire under public-private partnership agreements. The objects of the agreements: ground immovable space infrastructure, technologically advanced space objects (including spacecraft). Yury Borisov, head of Roscosmos, named the figures indicating that Russia has surrendered its leadership position in near-Earth space exploration. Speaking in the State Duma, he said that the U.S. now produces 3,000 satellites a year, China - 1.5 thousand, and Russia - only 40. At the same time, America has more than 3,000 spacecraft in orbit, China has more than 500, and Russia has only 220, or 2.5 per cent of the total. Yuri Borisov, head of Roscosmos State Corporation: ‘We held a meeting with private companies at the end of last year, listened to all their needs. It should be taken into account that in the current real financial and economic situation in the country, these private companies will need help from the state at the startup stage. Because they will have to raise either their own or borrowed funds to implement their projects. They will not be able to do without subsidising interest rates, maybe without additional privileges, tax reduction incentives’. ‘Roscosmos’ has set a goal of increasing the domestic constellation to 2,600 satellites by 2026. In this case, it will be possible to cover 100% of Russia's needs in remote sensing of the Earth and 95% in satellite communications. In order to realise this plan, it is urgent to attract private investment in the industry.
