16.15 – 18.00 – Aviation section “Standardization as a factor of reducing metrological risks of negative situations in the design, production, testing, certification and aircraft technical operation”

Aviation operations in general is the aviation resources industry, the main goal of which a creation and operation of safe and effective measures to insure airworthiness, flight safety and productivity, for reducing resource costs, improving the quality of service, as well as forecasting and reducing the risks of unfavorable events. An important place in the processes of design, production, testing, certification and technical operation of aviation equipment is occupied by the issues of metrological support and the assurance of uniformity of measurements, as well as the decrease of the metrological risks in negative situations.

At the same time, one of the factors in reducing metrological risks is standardization, which involves the development of new, revision of existing and abolition of national standards related to measurement control and testing that lost their relevancy. In addition, the practice of aviation activities, industry standards and “aviation standard” class standards, which require an update because of the transfer to the category of national standards. However, progress in this direction has been extremely slow for a number of reasons. These and other issues will be raised by experts during the discussion

The problem of import substitution is an up-to-date topic. For the effective development of Russian industry, it is important to ensure the country's own sensitive technologies. The lack of profitability of production and the long output of Russian developments on the market reduce the motivation of domestic manufacturers to produce unique measuring equipment. President of the Russian Federation Vladimir Putin repeatedly noted that import substitution through the modernization of industry and increased competition will help to return its own market to domestic producers
