Under support: The Ministry of Industry and Trade of the Russian Federation, Federal Agency on Technical Regulating and Metrology, State Space Corporation ROSCOSMOS, FGUP VNIIMS, FGUP TsAGI, FGUP CIAM, Moscow Aviation Institute (National Research University)

22 October 2019

11.00 – 13.00 – Plenary panel “Inspection, measuring and testing equipment: focus areas and goals”

Review of the current situation in the domestic market, measures of the state support, existing difficulties, changes in legislation, development forecasts, realization of federal target programs for industrial development

Vladimir Agupov, Deputy quality Director of PJSC Tupolev, academician of the Metrological Academy, doctor of technical Sciences

13.00 – 14.00 – Break

14.00 – 16.00 – Round table “Metrology, measurements and tests in the rocket and space industry” (section of the State Space Corporation ROSCOSMOS)

Experts will discuss the most actual issues in development of metrology, measurements and tests of the rocket and space equipment to improve its quality and reliability, will talk about the achievements and the existing problems, elaborate recommendations for further development, consider the organizational and technical problems of measurements and tests in aerospace industry

Alexey Golega, Chief specialist Of the Department of quality and reliability of rocket and space and combat rocket technology-Chief metrologist Of the state Corporation for space activities “ROSCOSMOS”

16.00 – 16.15 – Break

16.15 – 18.00 – Aviation section “Standardization as a factor of reducing metrological risks of negative situations in the design, production, testing, certification and aircraft technical operation”

Aviation operations in general is the aviation resources industry, the main goal of which a creation and operation of safe and effective measures to insure airworthiness, flight safety and productivity, for reducing resource costs, improving the quality of service, as well as forecasting and reducing the risks of unfavorable events. An important place in the processes of design, production, testing, certification and technical operation of aviation equipment is occupied by the issues of metrological support and the assurance of uniformity of measurements, as well as the decrease of the metrological risks in negative situations.

At the same time, one of the factors in reducing metrological risks is standardization, which involves the development of new, revision of existing and abolition of national standards related to measurement control and testing that lost their relevancy. In addition, the practice of aviation activities, industry standards and “aviation standard” class standards, which require an update because of the transfer to the category of national standards. However, progress in this direction has been extremely slow for a number of reasons. These and other issues will be raised by experts during the discussion

Yuri Kartashov, Advisor to the General Director of FSUE “TSAGI”

23 October 2019

11.00 – 13.00 – Technological session “Metrology, standardization and certification in machinery manufacturing and on transport”

Every minute billions of measuring operations are carried out in various industrial sectors: on transport to ensure its safety, in medicine to justify diagnoses, in industry to ensure the quality of products, etc. Without improvement of measuring equipment, the creation of new methods and means of measurement, without Metrology, it is impossible to develop engineering, health, transport and human activities in general. What’s happening today in the field of measurement on transport, in the automotive engineering and machinery manufacturing, what trends are relevant for these industries

Gennady Kustarev, Acting rector of the Moscow Automobile and Road Construction State Technical University (MADI)

13.00 – 13.30 – Break

13.30 – 15.30 – Discussion “Development of the Russian system of ensuring uniformity of measurements on the basis of import-independent technologies and instruments”

The problem of import substitution is an up-to-date topic. For the effective development of Russian industry, it is important to ensure the country's own sensitive technologies. The lack of profitability of production and the long output of Russian developments on the market reduce the motivation of domestic manufacturers to produce unique measuring equipment. President of the Russian Federation Vladimir Putin repeatedly noted that import substitution through the modernization of industry and increased competition will help to return its own market to domestic producers

15.30 – 16.00 – Break

16.00 – 18.00 – Round table “Training needs in the field of uniformity of measurements”

Does the current educational standard in terms of training metrological personnel meet the needs of modern Russian science and industry? Is there a need to revise the approach to the training of metrologists: to completely change the system or to revise the approaches, in what ways? How to provide the educational process with a modern, innovative tool base and create conditions for practical interaction between educational institutions and enterprises for further employment of graduates?

Vladimir Voronin, Rector of the Academy of standardization, Metrology and certification (educational), doctor of law, Professor

24 October 2019

10.30 – 12.00 – Round table “Innovation-oriented development of metrological infrastructure as a priority basis of the new technological order”

The creation and development of innovative metrological infrastructure is in the priority today. Metrology and metrological support – are the activities without which introduction of innovative technologies is impossible. During the round table, the experts will raise acute issues of development of advanced technologies, methods that will allow providing the domestic industry with modern measuring capabilities. Also examples of successful practical solutions for the introduction of innovative measuring technologies will be revealed

Andrey Yashin, Deputy Director for metrological service of FSUE “VNIIMS”, doctor of technical Sciences

12.00 – 12.15 – Break

12.15 – 13.45 – Discussion session “Fundamentals of metrology and new definitions of the International system of units – SI”

New standards and new principles of measurement standards. Development, improvement and implementation of SI units in accordance with new definitions. Ensuring the uniformity of measurements in accordance with the new definitions. Advantages and disadvantages of new standards. These and other issues will be discussed by experts during the session

Evgeny Krivtsov, Deputy Director for scientific work of The D.I. Mendeleyev Institute of Metrology (VNIIM), corresponding member of the Metrological Academy, Ph. D.
